Integration+ Webinar series: "Community Support for Ukrainians: models from Lithuania, Poland and the UK"

Since 2022, many countries in Eastern Europe and the Baltics with little to no prior infrastructure for receiving refugees, largely due to historically low levels of arrivals, were suddenly confronted with the urgent task of welcoming and supporting large numbers of people forcibly displaced from Ukraine. Among them were Poland and Lithuania, both of which responded quickly to meet immediate needs while beginning to think more strategically about long-term solutions. 

As the situation evolved, these countries started looking beyond emergency reception. They began exploring how to make their efforts more sustainable by strengthening integration and inclusion services, and by developing community support schemes inspired by community sponsorship. These initiatives aim not only to assist those displaced from Ukraine, but also to enhance the overall reception and integration landscape for forcibly displaced people more broadly. 

In the first part of our upcoming webinar, we will take a closer look at how community sponsorship schemes are developing in Poland and Lithuania. Together, we will examine the key components of these models, the stakeholders involved, and the lessons emerging from their implementation.

Webinar: "From Welcome to Stability: The Future of Temporary Protection and Lessons From Private Hosting and Community Sponsorship"

On 4 March 2022, the European Union demonstrated an unprecedented level of solidarity by activating, for the first time, the Temporary Protection Directive (Council Directive 2001/55/EC). Adopted in 2001 but never previously triggered, the Directive was designed to provide immediate and collective protection in situations of mass influx. Its activation enabled people displaced from Ukraine to benefit from temporary protection across EU Member States without having to undergo individual asylum procedures, while ensuring a harmonised set of rights, including residence, access to the labour market, housing, social welfare, medical care, and education. 

Alongside this institutional response, citizens across Europe also mobilised in solidarity. Private individuals, community groups, and diaspora networks responded swiftly by opening their homes or making vacant properties available to accommodate those fleeing the war. This spontaneous mobilisation demonstrated the significant potential of community-led welcome in emergency situations and helped many displaced people find immediate shelter upon arrival. 

Four years on, Temporary Protection has been extended until 4 March 2027, while many of the initial private hosting arrangements have gradually come to an end. What was designed as a short-term emergency response has, in practice, become a medium-term protection framework. As discussions increasingly turn to the future of Temporary Protection, important questions arise: what possible pathways could follow its eventual phase-out, and how might this affect the most vulnerable Ukrainians who risk losing access to essential benefits, housing and other forms of support, particularly as private hosting arrangements diminish and long-term housing solutions remain uncertain? At the same time, can lessons learned from the Safe Homes initiative and community sponsorship help inform and guide the transition period? 

This webinar will explore possible scenarios for the future of Temporary Protection in the European Union, drawing on recent research and policy analysis. It will examine the implications of a future transition for vulnerable groups, with a particular focus on housing insecurity and continuity of support and access to services. Additionally, it will examine whether lessons learned from the Safe Homes initiative and community sponsorship can support the transition.

This webinar, organised by the Irish Refugee Council (IRC) in the framework of the QSN+ project, will bring together researchers, practitioners, and refugee representatives to discuss real-life strategies for building respectful, inclusive, and equal partnerships.

Share HERCoN Webinar: Enhancing the Integration of Students in Complementary Education Pathways through Community Sponsorship

Complementary education pathways provide crucial opportunities for displaced students to access higher education, supporting their academic development, social integration, and future employment prospects. However, ensuring successful integration within new educational and community environments remains a challenge.

Community sponsorship has emerged as a powerful approach to overcoming these barriers by mobilising universities and local communities to offer practical support and foster inclusive environments.

This webinar, organised by ICMC Europe and the Share Network through the Erasmus+ Share HERCoN (Higher Education for Refugees Cooperation Network) project, will explore how community sponsorship can enhance education pathways for displaced students.

Workshop for Refugees: Refugee Advisor Programme

As part of its Refugee Sponsorship Mobilization Platform activities, the Share Network is working on setting up a Refugee Advisor Programme for Community Sponsorship to ensure refugee participation throughout the Share 2022-2023 community sponsorship programme. The goal of this preliminary workshop is to put into place a dynamic of co-creation by offering a space where refugees can speak freely and express how refugee participation can support feedback on policy, advocacy, or local inclusion in addition to other areas to be further defined. The workshop will provide a meaningful opportunity for attendees to co-design and give feedback on potential features of the advisor programme.
